In solidarity with Alexandria Ocasio Cortez, Democratic Rep. of the 14th New York District in the US House of Representatives, violently attacked for stating that detention centres for foreigners are concentration camps, yet never calling them extermination camps. In 2004, the Migreurop network has been similarly attacked when it used the word &#034;camp&#034; to designate the places where, in and around Europe, foreigners are locked up. We have decided to translate this text to affirm our solidarity with Alexandria Ocasio Cortez, and all those who, opposing the war on migrants, are prosecuted and often convicted and above all with migrants.  <content:encoded>&lt;div class='rss_chapo'&gt;&lt;p&gt;26/6/19 Not everything can be compared: Alexandria Ocasio Cortez, Democratic Representative of the 14th New York District in the US House of Representatives, was targeted by a torrent of attacks because of the denial of this principle. These included requesting an apology for 'insulting the dead of the Shoah' and asking for her resignation from Congress. She indeed stated that detention centres for foreigners are concentration camps (a term currently used before WWII for all the sites where foreigners where detained), yet never called them extermination camps. Fifteen years ago, on another continent, the Migreurop network encountered such misunderstanding when it used the word &#034;camp&#034; to designate the places where, in and around Europe, foreigners are locked up in the name of migration policies.&lt;/p&gt;
&lt;p&gt;We affirm our solidarity with Alexandria Ocasio Cortez, with all those around the world who, because they oppose the war on migrants, are prosecuted and sometimes convicted of crimes of solidarity (Scott Warren in the United States, Loan Torondel in France, Pia Klemp and Carola Rackete, SeaWatch3 captains, in Italy, Elena Maleno in Morocco and so many others), and above all with migrants. Free movement for all!&lt;/p&gt;&lt;/div&gt;
		&lt;div class='rss_texte'&gt;&lt;p&gt;Not only is the word &lt;i&gt;camp&lt;/i&gt; semantically and analytically appropriate to refer to the contemporary forms of confinement and exclusion of foreigners, it also important within the activist critique of these practices. Yet its use continues to be debated&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb1&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;In the editorial of the Oct. 2004 issue of its journal, the French NGO Forum (&#8230;)&#034; id=&#034;nh1&#034;&gt;1&lt;/a&gt;]&lt;/span&gt;.&lt;/p&gt;
&lt;p&gt;On Aug. 12, 2004, Otto Schily and Giuseppe Pisanu, the German and Italian Interior Ministers, called for the creation of &#8220;portals&#8220; in North Africa for migrants wishing to reach the European shores. Thus the issue of camps for foreigners once again became a matter of concern for all those who, in various capacities (European officials and elected representatives, national leaders, associations, NGOs, activists, etc.), deal with the European Union migration and asylum policy&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb2&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;Reminder of the chronologies of this initiative and of the 2003 English (&#8230;)&#034; id=&#034;nh2&#034;&gt;2&lt;/a&gt;]&lt;/span&gt;. The 2004-2009 programme adopted by the Heads of State and Government on this subject (the so-called &#8220;Hague Programme&#8221;, Nov. 5, 2004) potentially implies serious setbacks for asylum seekers, and establishes a securitising and utilitarian approach for all migrants. Yet a semantic quarrel based on an ethical dispute is threatening the common front needed across all those who defend the rights of foreigners. This dispute concerns the use, particularly by the migreurop network, of the term &#8220;camp&#8221;, suspected of conveying dubious amalgams.&lt;/p&gt;
&lt;p&gt;However the network's members, who wrote the &lt;a href=&#034;http://www.migreurop.org/article937.html?lang=en&#034; class=&#034;spip_out&#034; rel=&#034;external&#034;&gt;European appeal against the creation of camps at European borders&lt;/a&gt; (Oct. 12, 2004), do not draw a parallel between the current plans of the EU, &lt;i&gt;i.e.&lt;/i&gt; the confinement of foreigners on the territory and at the margins of the EU, and the WWII extermination camps &#8211; neither in their writings, nor in their speeches. Such an amalgam would prevent any understanding of the nature of contemporary camps. It does not however mean that any historical comparison must be avoided: mechanisms at work in today's camps are, for example, comparable to those of the &#8220;beach camps&#8221; where France detained Spanish Republicans at the end of the 30's.&lt;/p&gt;
&lt;p&gt;With others, we have already denounced the non-respect of rights (especially those of asylum seekers) and the living conditions of the Sangatte refugees. Today we have decided to use the word camp for two reasons:&lt;/p&gt;
&lt;ul class=&#034;spip&#034; role=&#034;list&#034;&gt;&lt;li&gt; 1. The euphemistic use of terms such as &#8220;centre&#8221; does not reflect the reality of such human gatherings, which owe nothing to the will of the exiles, but rather to a systematic policy of preventing the movement and settlement of people fleeing war, persecution or poverty. Even before 20th century totalitarian experiences in Europe, the word camp has been used to describe the &lt;i&gt;de facto&lt;/i&gt; house arrest (and thus the deprivation of rights) of populations for political reasons. This understanding of the word &lt;i&gt;camp&lt;/i&gt; explains why it never occurred to anyone to claim that the UNHCR's running of &#8220;refugee camps&#8221; could be an offense to the memory of the victims of the Shoah... The media have actually taken up the concept in their reporting in order to either support or denounce these current situations and projects: they refer to camps and do not use quotation marks, unlike when they reproduce official expressions such as &#8220;&lt;i&gt;points of contact&lt;/i&gt;&#8221; or &#8220;&lt;i&gt;transit centres&lt;/i&gt;&#8221; for which quotation marks are used to point out their hypocrisy. So much so that the European Commissioner for Immigration, Antonio Vitorino, issued a lexical reminder, explaining that the term camp was too explicit and politically incorrect&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb3&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;See in particular &#171; L'Europe financera des &#034;centres&#034; de r&#233;fugi&#233;s en Afrique (&#8230;)&#034; id=&#034;nh3&#034;&gt;3&lt;/a&gt;]&lt;/span&gt;.&lt;/li&gt;&lt;/ul&gt;&lt;ul class=&#034;spip&#034; role=&#034;list&#034;&gt;&lt;li&gt; 2. Migreurop feels all the more legitimate in mobilising the concept of camp in the public debate that, for many years, research on this theme has been a very fruitful field of contemporary historiography&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb4&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;For a summary, see: Wieworka Annette, L'expression &#034;camp de concentration&#034; (&#8230;)&#034; id=&#034;nh4&#034;&gt;4&lt;/a&gt;]&lt;/span&gt;. While controversies have sometimes been very heated about the characterisation of the specificities of the Nazi regime and its extermination camps, no one has ever thought that the word camp should be reserved for studies on the concentration camp phenomenon under Nazism. Similarly, it is now an uncontested fact of contemporary history research that the use of camps is not the prerogative of totalitarian or even dictatorial regimes, but is frequent in democracies believing to be the target of external dangers&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb5&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;We can obviously think of the contemporary United States: cf. on Guantanamo, (&#8230;)&#034; id=&#034;nh5&#034;&gt;5&lt;/a&gt;]&lt;/span&gt;.&lt;/li&gt;&lt;/ul&gt;
&lt;p&gt;That is why, by using the term camp, we are not only proposing a militant critique, but also demonstrating lexical rigour. However, this is not our main objective: when migreurop publishes a Map of the camps for foreigners in Europe and at the EU borders&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb6&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;See Migreurop camps map between 2003 and 2016&#034; id=&#034;nh6&#034;&gt;6&lt;/a&gt;]&lt;/span&gt;, our goal is to demonstrate, together with the co-signatories of the European Appeal against camps at European borders, that such projects are neither the future nor the past, but the present of a EU that places the confinement of foreigners at the heart of its asylum and immigration projects.&lt;/p&gt;&lt;/div&gt;

		&lt;div &lt;div class='rss_ps'&gt;&lt;p&gt;In a Monday-evening live stream on June 18, 2019, Representative Alexandria Ocasio Cortez, of New York, called the U.S. detention facilities for migrants &#8220;concentration camps.&#8221; On Tuesday, she tweeted a link to an article in Esquire in which Andrea Pitzer, a historian of concentration camps, was quoted making the same assertion: that the United States has created a &#8220;concentration camp system.&#8221;&lt;/p&gt;
&lt;p&gt;Hackles were immediately raised, tweets fired, and, less than an hour and a half later, Representative Liz Cheney, of Wyoming, tweeted, &#8220;Please @AOC do us all a favor and spend just a few minutes learning some actual history. 6 million Jews were exterminated in the Holocaust. You demean their memory and disgrace yourself with comments like this.&#8221;&lt;br class='autobr' /&gt;
Etc.&lt;/p&gt;
&lt;p&gt;In support of AOC, one of the most politically powerful and moving text was &lt;a href=&#034;https://www.vox.com/first-person/2019/6/20/18693058/aoc-alexandria-ocasio-cortez-concentration-camps-immigration-border&#034; class=&#034;spip_out&#034; rel=&#034;external&#034;&gt;I'm a Jewish historian. Yes, we should call border detention centers &#8220;concentration camps&#8221;&lt;/a&gt; by Anna Lind-Guzik, who adds &#8220;It isn't just accurate. It's necessary&#8221;&lt;/p&gt;

&lt;p&gt;C'est &#224; l'issue d'une manifestation pacifique pour protester contre leurs conditions de vie indignes et inhumaines dans le hotspot&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb2-1&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;Voir la Note #4 de Migreurop &#171; Des hotspots au c&#339;ur de l'archipel des camps (&#8230;)&#034; id=&#034;nh2-1&#034;&gt;1&lt;/a&gt;]&lt;/span&gt; que, le 18 juillet 2017, les 35 migrants de Moria ont &#233;t&#233; interpell&#233;s avec brutalit&#233; par la police grecque et poursuivis par les autorit&#233;s locales pour incendie volontaire avec mise en danger de la vie d'autrui, coups et blessures, d&#233;gradation de biens, troubles &#224; l'ordre public et d&#233;lit de r&#233;bellion&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb2-2&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;L'intitul&#233; exact du dernier chef d'accusation est pr&#233;vu dans l'article 167 (&#8230;)&#034; id=&#034;nh2-2&#034;&gt;2&lt;/a&gt;]&lt;/span&gt;. Ils ont &#233;t&#233; d&#233;tenus durant neuf mois &#224; Chios, Avlona, Malandrino et Korydallos avant la tenue de leur proc&#232;s.&lt;/p&gt;
&lt;p&gt;Compte tenu de la gravit&#233; des peines encourues en cas de condamnation &#8211; jusqu'&#224; 10 ans d'emprisonnement &#8211; plusieurs organisations, dont Migreurop, ont souhait&#233; participer &#224; l'observation internationale de ce proc&#232;s et se sont rendues sur place pour t&#233;moigner et rendre visibles les luttes des exil&#233;s. Leur constat est sans appel : loin des regards, une v&#233;ritable justice d'exception a &#233;t&#233; orchestr&#233;e, comme d&#233;montr&#233; dans leur rapport&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb2-3&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;https://www.gisti.org/spip.php++cs_INTERRO++arti...&#034; id=&#034;nh2-3&#034;&gt;3&lt;/a&gt;]&lt;/span&gt;.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Le proc&#232;s : une justice d'exception&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Durant cette mission, il s'agissait d'observer l'organisation et le d&#233;roul&#233; d'un tel proc&#232;s sur une &#238;le difficilement accessible (y compris pour les observateurs). La pr&#233;sence massive de policiers, entourant les pr&#233;venus menott&#233;s ou le tribunal, donne rapidement le ton de ce continuum de violences envers les personnes en migration. Dans la salle d'audience, ces derni&#232;res sont priv&#233;es de tout : de dignit&#233;, de nourriture, d'interpr&#232;tes&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb2-4&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;En l'esp&#232;ce, non seulement aucun des interpr&#232;tes ne figurait sur les listes (&#8230;)&#034; id=&#034;nh2-4&#034;&gt;4&lt;/a&gt;]&lt;/span&gt; et de documents traduits (article 6-3-e de la Convention europ&#233;enne des droits de l'Homme-CEDH), dont le respect conditionne l'exercice d'autres droits tels que celui de pouvoir pr&#233;parer correctement sa d&#233;fense en comprenant les &#233;l&#233;ments d&#233;battus. Des &#233;l&#233;ments pourtant essentiels au bon d&#233;roul&#233; d'un proc&#232;s.&lt;/p&gt;
&lt;p&gt;Dans la salle se succ&#232;dent les t&#233;moignages discutables, &#224; l'instar de celui d'un policier qui n'est pas en mesure de reconna&#238;tre les pr&#233;venus ayant particip&#233; aux suppos&#233;es violences, mais qui est s&#251;r de leur participation &#224; tous aux &#233;v&#233;nements. Pis encore, le proc&#232;s montre que les actes violents semblent davantage &#233;maner du corps policier, tant et si bien que la Procureure a d&#233;cid&#233; de diligenter une enqu&#234;te quant aux s&#233;rieuses blessures inflig&#233;es &#224; 12 pr&#233;venus sur 35&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb2-5&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;&#8220;The excessive police violence was confirmed in the trial through medical (&#8230;)&#034; id=&#034;nh2-5&#034;&gt;5&lt;/a&gt;]&lt;/span&gt;.&lt;/p&gt;
&lt;p&gt;Au titre des violations les plus graves de droits fondamentaux, les observateurs/rices internationaux/ales ont constat&#233; le manquement au droit d'&#234;tre jug&#233; dans un d&#233;lai raisonnable (article 6-1 de la CEDH). En principe, toute personne plac&#233;e en d&#233;tention dans l'attente de son jugement a droit &#224; ce que la proc&#233;dure dont elle fait l'objet soit men&#233;e avec une rapidit&#233; particuli&#232;re et dans les meilleurs d&#233;lais. Si elle n'est pas traduite en justice dans un d&#233;lai raisonnable, elle a le droit d'&#234;tre remise en libert&#233; en attendant l'ouverture de son proc&#232;s. En l'esp&#232;ce, les pr&#233;venus auront attendu neuf mois en d&#233;tention avant d'&#234;tre jug&#233;s sur quatre jours non cons&#233;cutifs.&lt;/p&gt;
&lt;p&gt;De m&#234;me, le droit &#224; un tribunal ind&#233;pendant et impartial (article 10 de la D&#233;claration universelle des droits de l'homme et article 6-1 de la CEDH) n'a pas &#233;t&#233; enti&#232;rement garanti du fait de l'agressivit&#233; patente de la Pr&#233;sidente envers les pr&#233;venus et le fait qu'elle ignore les vid&#233;os pr&#233;sent&#233;es par les avocats de la d&#233;fense. Les observateurs/rices ont pu constater une violation tout aussi manifeste du principe de l'individualisation des peines, le verdict ayant plut&#244;t donn&#233; l'impression d'une condamnation collective des personnes jug&#233;es.&lt;/p&gt;
&lt;p&gt;Ces personnes ont &#233;t&#233; condamn&#233;es apr&#232;s une semaine de proc&#232;s &#8211; en r&#233;alit&#233; quatre jours d'audience &#8211; pour des faits de violence &#224; l'encontre de la police, dont l'accusation n'a pas apport&#233; la preuve&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb2-6&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;&#8220; There was only evidence of superficial injuries to one police officer, and (&#8230;)&#034; id=&#034;nh2-6&#034;&gt;6&lt;/a&gt;]&lt;/span&gt;, et acquitt&#233;es des autres charges retenues contre elles. Finalement, il appara&#238;t clairement que cette condamnation collective n'est qu'un maillon de la cha&#238;ne d'un syst&#232;me plus global et orchestr&#233; &#224; l'&#233;chelle europ&#233;enne. Ce proc&#232;s a mis en lumi&#232;re des violations des droits &#224; l'encontre des ressortissants &#233;trangers dans un pays subissant une profonde instabilit&#233; tant &#233;conomique que politique, et qui subit une constante pression de la part de l'Union europ&#233;enne, bien d&#233;cid&#233;e &#224; en faire le lieu de confinement des &#233;trangers souhaitant atteindre l'Europe. Et ce, alors m&#234;me que &#8211; comble de l'hypocrisie europ&#233;enne &#8211; la majorit&#233; des &#201;tats membres ont suspendu depuis 2015 les renvois au titre du R&#232;glement europ&#233;en Dublin vers la Gr&#232;ce, et que le gouvernement grec contourne une d&#233;cision de justice sanctionnant le confinement des exil&#233;&#183;e&#183;s sur les &#238;les de la mer &#201;g&#233;e&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb2-7&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;&#171; La Gr&#232;ce maintient le confinement des demandeurs d'asile sur les &#238;les &#187;, (&#8230;)&#034; id=&#034;nh2-7&#034;&gt;7&lt;/a&gt;]&lt;/span&gt;.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Un syst&#232;me de prison &#224; ciel ouvert organis&#233; &#224; l'&#233;chelle europ&#233;enne &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Fin 2015, le camp de Moria, ouvert sur une ancienne base militaire sur l'&#238;le de Lesbos, devient un centre d'enregistrement et de tri des migrant&#183;e&#183;s, autrement dit un hotspot, sous la pression de l'Allemagne et de la France. Les demandeur&#183;euse&#183;s d'asile sont tri&#233;&#183;e&#183;s &#224; leur arriv&#233;e, mais il arrive que leur demande ne soit pas examin&#233;e avant des mois, ce qui les condamne de facto &#224; &#234;tre confin&#233;s sur une &#238;le grecque, sans pouvoir atteindre la p&#233;ninsule en totale contradiction avec le droit international.&lt;/p&gt;
&lt;p&gt;En mai 2018, pr&#232;s de 9 500 personnes vivaient dans et aux abords de ce camp, dont la capacit&#233; maximale est de 2 500 personnes. Depuis l'ouverture de ce camp, exil&#233;&#183;e&#183;s et associations d&#233;noncent les conditions d'existence indignes en ces lieux, qui s'apparentent &#224; un v&#233;ritable enfer sur Terre (encore r&#233;cemment le Haut-Commissariat des Nations unies pour les r&#233;fugi&#233;s&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb2-8&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;Reception conditions do not come close to &#8220;ensur[ing] . . . a dignified (&#8230;)&#034; id=&#034;nh2-8&#034;&gt;8&lt;/a&gt;]&lt;/span&gt; - HCR ou par M&#233;decins sans fronti&#232;res - MSF&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb2-9&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;http://www.msf.org/en/article/greec...&#034; id=&#034;nh2-9&#034;&gt;9&lt;/a&gt;]&lt;/span&gt;). Les conclusions du HCR et des organisations sont d'autant plus alarmantes que le camp de Moria est interdit &#224; la presse depuis l'arrangement UE-Turquie en mars 2016&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb2-10&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;A propos de l'arrangement UE-Turquie voir &#171; Accord UE-Turquie : le troc (&#8230;)&#034; id=&#034;nh2-10&#034;&gt;10&lt;/a&gt;]&lt;/span&gt;.&lt;/p&gt;
&lt;p&gt;Les transferts internes (des &#238;les &#224; la p&#233;ninsule grecque) &#233;tant suspendus, ce sont actuellement des milliers de demandeur&#183;e&#183;s d'asile qui sont bloqu&#233;&#183;e&#183;s sur des &#238;les de la mer &#201;g&#233;e, dans des conditions inhumaines et d&#233;gradantes&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb2-11&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;https://www.hrw.org/opentheislands&#034; id=&#034;nh2-11&#034;&gt;11&lt;/a&gt;]&lt;/span&gt;. Plus de deux ans apr&#232;s l'arrangement UE-Turquie, plus de 13 000 personnes (hommes, femmes et enfants) sont pi&#233;g&#233;es sur ces &#238;les (Lesbos, Chios, Samos, Leros et Kos) dans l'indiff&#233;rence g&#233;n&#233;rale.&lt;/p&gt;
&lt;p&gt;Cette politique de confinement, impos&#233;e &#224; la Gr&#232;ce par la Commission europ&#233;enne, cr&#233;e de v&#233;ritables prisons &#224; ciel ouvert, loin des regards avec pour r&#233;sultat la mise au ban de ces personnes, rel&#233;gu&#233;es au statut d'&#171; oubli&#233; &#187;. Sauf pour les mouvements d'extr&#234;me droite et les identitaires, qui s'attaquent aux migrant&#183;e&#183;s et organisent des pogroms, encourag&#233;s par les propos n&#233;fastes des gouvernants&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb2-12&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;Gr&#232;ce : des migrants bless&#233;s &#224; Lesbos lors de heurts avec l'extr&#234;me droite, (&#8230;)&#034; id=&#034;nh2-12&#034;&gt;12&lt;/a&gt;]&lt;/span&gt;.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Instrumentalisation et nouveau syst&#232;me de dissuasion&lt;br class='autobr' /&gt;
&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Les mois pr&#233;c&#233;dant l'arrestation, face aux multiples manifestations dans le camp de Moria, et pour pr&#233;venir les protestations des exil&#233;&#183;e&#183;s quant &#224; leurs conditions de vie indignes, la police avait avis&#233; de possibles arrestations. Comment ne pas penser que ces exil&#233;s ont &#233;t&#233; arr&#234;t&#233;s, enferm&#233;s et condamn&#233;s pour l'exemple, v&#233;ritable strat&#233;gie de dissuasion et de communication politique pour montrer &#224; toutes celles et ceux qui protestent que l'unique r&#233;ponse sera la r&#233;pression ?&lt;/p&gt;
&lt;p&gt;Bien plus, il semble qu'il s'agit d&#233;sormais d'une nouvelle modalit&#233; de gestion des mouvements migratoires. Ce proc&#232;s est loin d'&#234;tre un &#233;pisode isol&#233;. En 2014 d&#233;j&#224;, 65 exil&#233;s &#233;taient poursuivis pour faits de violence apr&#232;s une manifestation pour protester contre leurs conditions de vie indignes&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb2-13&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;http://www.rfi.fr/europe/20141104-r...&#034; id=&#034;nh2-13&#034;&gt;13&lt;/a&gt;]&lt;/span&gt;. Dans des circonstances tr&#232;s similaires, les demandeurs d'asile &#233;taient accus&#233;s de r&#233;bellion et de mise en danger de la vie d'autrui &#224; la suite d'une r&#233;volte dans le camp de d&#233;tention d'Amygdaleza, apr&#232;s l'annonce d'une augmentation de la dur&#233;e maximale de d&#233;tention de 12 &#224; 18 mois. Pr&#232;s d'un tiers d'entre eux &#233;taient plac&#233; en d&#233;tention provisoire, un important dispositif de police avait &#233;t&#233; d&#233;ploy&#233; pour les transf&#233;rer au tribunal et l'absence de traducteurs avait marqu&#233; le proc&#232;s. A l'&#233;poque, l'un des avocats de la d&#233;fense se demandait &#171; si cette fa&#231;on de traiter les migrants dans les camps de d&#233;tention continuera ou pas &#224; servir de ligne directrice pour la Cour &#187;.&lt;/p&gt;
&lt;p&gt;En Bulgarie, le 5 juin 2018, le proc&#232;s &#171; Harmanli 21 &#187; a &#233;t&#233; de nouveau report&#233;. Il est reproch&#233; &#224; 21 personnes d'avoir particip&#233; au saccage en 2016 du camp Harmanli, dans lequel avaient eu lieu des protestations pacifiques contre les conditions de vie indignes et le confinement dans un camp isol&#233; du reste du monde. L'administration d&#233;clara que 300 exil&#233;s avaient &#233;t&#233; arr&#234;t&#233;s pendant l'&#233;meute, puis ce sont finalement 21 personnes qui sont poursuivies pour d&#233;gradation de propri&#233;t&#233; priv&#233;e&lt;span class=&#034;spip_note_ref&#034;&gt; [&lt;a href=&#034;#nb2-14&#034; class=&#034;spip_note&#034; rel=&#034;appendix&#034; title=&#034;https://jungle.world/artikel/2018/2... et http://bulgaria.bordermonitoring.eu/&#034; id=&#034;nh2-14&#034;&gt;14&lt;/a&gt;]&lt;/span&gt;.&lt;/p&gt;
&lt;p&gt;Dans quelle mesure ces poursuites ne servent-elles pas un autre dessein ? En interpellant des demandeurs d'asile pour des motifs de type d&#233;lictuel, instrumentalisant par l&#224; m&#234;me la justice, il est alors possible de les sortir du parcours d'asile et d'organiser leur renvoi vers le(s) pays qu'ils ont fui.&lt;/p&gt;
&lt;p&gt;Cette nouvelle strat&#233;gie semble couronner des politiques migratoires de plus en plus dures &#224; l'&#233;gard des exil&#233;&#183;e&#183;s, qui s'inscrivent plus que jamais dans une logique de criminalisation. En outre, poussant le cynisme &#224; son paroxysme, les &#201;tats ont trouv&#233; l&#224; une autre mani&#232;re de d&#233;congestionner les hotspots : si le renvoi forc&#233; de la Gr&#232;ce vers la Turquie n'est pas possible en application de l'arrangement UE/Turquie, si les personnes migrantes ne peuvent &#234;tre admises sur le territoire europ&#233;en, il restera toujours l'instrumentalisation de la justice, alternative suppl&#233;mentaire pour dissuader, punir et &#233;loigner collectivement toute une population cibl&#233;e.&lt;/p&gt;&lt;/div&gt;

In the courtroom, the defendants, mainly Africans, are located in the centre in rows. The atmosphere is tense.&lt;/p&gt;
&lt;p&gt;Opposite the defendants, are the president, the two assessor judges (all women), the prosecutor on the left, the clerk on the right. Four jurors are drawn by lot.&lt;br class='autobr' /&gt;
Three people compose the observer delegation: two Dutch lawyers from the European Democratic Lawyers and a representative of Gisti and Migreurop.&lt;br class='autobr' /&gt;
Next comes the reading of the charges against the defendants, summarised and translated by the five interpreters, who stand next to the defendants (French, Spanish, Farsi, English, Bambara and Wolof &#8211; the same person translates the two last languages).&lt;br class='autobr' /&gt;
The hearing is suspended and the trial postponed to Monday, because of the absence of two defendants, held in preventive detention in Athens, who have not been brought to Chios in time.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Monday 23rd April &#8211; Second day&lt;/strong&gt;&lt;br class='autobr' /&gt;
For the second day of the hearing, two more lawyers have joined the observers: one representative of Avocats sans fronti&#232;res (Lawyers without Borders) and one independent English lawyer, James Nichol. The interpreters are now equipped with microphones, but the sound quality is really bad. &lt;br class='autobr' /&gt;
Throughout the whole day, less than ten sentences were translated for the defendants, including:&lt;br class='autobr' /&gt;
&#8216;The witness [policeman] declares that he cannot precisely recognize anyone among you but he is positive you all participated to the events' and &#8216;We are translating so that you can prepare your defence later'. &lt;br class='autobr' /&gt;
The hearing is suspended in the middle of the afternoon without any explicit reason being given and without explanation to the defendants.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Thursday 26th April &#8211; Third day&lt;/strong&gt;&lt;br class='autobr' /&gt;
The trial resumes in the morning with the hearing of eight defence witnesses (one testimony only is translated for the defendants) and the viewing of photos and videos. &lt;br class='autobr' /&gt;
Then, five defendants are heard, three declaring they did not participate in the events and one that he did not understand the translation of the interpreter into Wolof. &lt;br class='autobr' /&gt;
No food has been offered from 8:00 to 15:30. &lt;br class='autobr' /&gt;
According to the defence lawyers, the trial should end today or tomorrow. The verdict should follow shortly.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Friday 27th April - Verdict&lt;/strong&gt;&lt;br class='autobr' /&gt;
This is the day when the defence presents its closing arguments, but also of the verdict : 26 months suspended sentence, for assault on police officers for 32 of them. They lodge an appeal.&lt;/p&gt;

En face des pr&#233;venus, la pr&#233;sidente, les deux juges assesseurs (deux femmes &#233;galement), la procureure, &#224; gauche, la greffi&#232;re, &#224; droite. Quatre jur&#233;s sont tir&#233;s au sort.&lt;/p&gt;
&lt;p&gt;La d&#233;l&#233;gation des observateurs est compos&#233;e de trois personnes : deux avocats n&#233;erlandais de European Democratic Lawyers et une repr&#233;sentante du Gisti et de Migreurop.&lt;/p&gt;
&lt;p&gt;Puis vient la lecture des charges contre les pr&#233;venus dont le r&#233;sum&#233; est traduit par les 5 interpr&#232;tes qui sont plac&#233;s &#224; c&#244;t&#233; des pr&#233;venus (fran&#231;ais, espagnol, farsi, anglais et bambara et wolof - m&#234;me interpr&#232;tes pour les deux derni&#232;res langues).&lt;/p&gt;
&lt;p&gt;L'audience est finalement suspendue et le proc&#232;s report&#233; au lundi du fait de l'absence de deux pr&#233;venus en d&#233;tention provisoire &#224; Ath&#232;nes, qui n'ont pas pu &#234;tre amen&#233;s &#224; Chios &#224; temps pour l'audience.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Lundi 23 avril &#8211; Deuxi&#232;me jour d'audience&lt;/strong&gt;&lt;br class='autobr' /&gt;
Pour la deuxi&#232;me journ&#233;e d'audience, deux autres avocats ont rejoint la d&#233;l&#233;gation : une repr&#233;sentante d'Avocats sans fronti&#232;res et un avocat anglais ind&#233;pendant, James Nichol. Les interpr&#232;tes sont d&#233;sormais &#233;quip&#233;s de microphones mais la qualit&#233; du mat&#233;riel est tr&#232;s mauvaise.&lt;/p&gt;
&lt;p&gt;Sur toute cette journ&#233;e d'audience, moins de 10 phrases ont &#233;t&#233; traduites aux pr&#233;venus, dont :&lt;br class='autobr' /&gt;
&#171; Le t&#233;moin (policier) d&#233;clare qu'il ne peut reconna&#238;tre aucun d'entre vous pr&#233;cis&#233;ment mais il est s&#251;r que vous avez tous particip&#233; aux &#233;v&#233;nements &#187; et &#171; nous traduisons pour que vous puissiez pr&#233;parer votre d&#233;fense plus tard &#187;.&lt;/p&gt;
&lt;p&gt;La s&#233;ance est suspendue en milieu d'apr&#232;s-midi sans raison explicite et sans que cela soit expliqu&#233; aux pr&#233;venus.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Jeudi 26 avril &#8211; Troisi&#232;me jour d'audience&lt;/strong&gt;&lt;br class='autobr' /&gt;
Le proc&#232;s a repris ce matin, jeudi 26 avril, avec l'audition des 8 t&#233;moins de la d&#233;fense (dont seulement l'un des t&#233;moignages est traduit aux pr&#233;venus), et le visionnage de photos et vid&#233;os.&lt;/p&gt;
&lt;p&gt; Puis les auditions de 5 pr&#233;venus ont lieu ; trois d&#233;clarent qu'il n'ont pas particip&#233; aux &#233;v&#233;nements et un autre qu'il ne comprend pas la traduction de l'interpr&#232;te en wolof. Aucune nourriture ne leur a &#233;t&#233; propos&#233;e de 8h &#224; 15h30.&lt;/p&gt;
&lt;p&gt;Selon les avocats de la d&#233;fense, le proc&#232;s devrait se terminer aujourd'hui ou demain. Le d&#233;lib&#233;r&#233; devrait suivre assez rapidement.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Vendredi 27 avril 2018&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;C'est le jour de la plaidoirie des avocats de la d&#233;fense. Mais aussi du verdict : 26 mois avec sursis pour coups et blessures sur des policiers pour 32 d'entre eux. Ils font appel.&lt;/p&gt;

Opening of the &#171; Moria 35 &#187; trial on 20 April on Chios Island (Greece) &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;On the 18th of July 2017, 35 residents of Moria hotspot on Lesvos Island in Greece were arrested after a demonstration organised in the camp earlier in the day. Hundreds of the camps inhabitants took part in this protest against their inhumane living conditions.&lt;/p&gt;
&lt;p&gt;A few days later, Amnesty International have called on Greek authorities to immediately investigate the allegations of excessive use of force and ill-treatment allegedly committed by the police. This police violence has been filmed and disseminated in the media in the days that followed the demonstration.&lt;/p&gt;
&lt;p&gt;35 inhabitants of the camp now stand accused of various serious offences.&lt;/p&gt;
&lt;p&gt;The &#171; Moria 35 &#187; trial, begins on 20 April on Chios Island in Greece.&lt;/p&gt;
&lt;p&gt;Prosecuted for arson, resisting arrest, attempted assault, rioting, damage to private property and disturbing the public peace, they risk up to 10 years in prison, exclusion to the right of asylum and deportation to countries which they fled. 30 of them are in custody since July 2017.&lt;/p&gt;
&lt;p&gt;The signatories of this Statement consider it essential that the trial has an international public audience. Our organizations will be attending hearings for the entire duration of the trial in order to ensure international oversight and observe the proceedings in view of the principles of independence and impartiality of courts and the right to a fair trial.&lt;/p&gt;

		&lt;div class='rss_texte'&gt;&lt;p&gt;&#191;A partir de qu&#233; momento la no ayuda a una persona en peligro se convierte en crimen ? &#191;Qu&#233; n&#250;mero de muertos hacen falta para calificarlo de crimen contra la humanidad ? Estas cuestiones se plantean desde hace tiempo en relaci&#243;n a las miles de personas muertas en el Mediterr&#225;neo por la falta de v&#237;as legales de acceso a la Uni&#243;n Europea. Hoy en d&#237;a, la situaci&#243;n cada vez m&#225;s grave de miles de personas exiliadas, atrapadas por temperaturas glaciales en los campos griegos y en la ruta de los Balcanes, cuestiona directamente la elecci&#243;n de la UE en materia de &#8220;gesti&#243;n de flujos migratorios&#8221;.&lt;/p&gt;
&lt;p&gt;La primavera pasada, para no acoger a las centenares de miles de personas refugiadas que hu&#237;an de los conflictos sirio, iraqu&#237; o de otras regiones en crisis, los funcionarios de la Comisi&#243;n y los miembros del Consejo Europeo pusieron en pie la &#8220;soluci&#243;n hotspot&#8221; que no contempl&#243;, evidentemente, las variables meteorol&#243;gicas : en invierno, las temperaturas bajan y el fr&#237;o hace estragos, incluidas las islas del mar Egeo desiertas de turistas. &#218;nicamente se han previsto campamentos de tiendas para personas exiliadas &#8220;aparcadas&#8221; a la espera de la organizaci&#243;n de retornos forzosos, considerados por los funcionarios y dirigentes europeos como la mejor soluci&#243;n para solucionar la &#8220;crisis migratoria&#8221;.&lt;/p&gt;
&lt;p&gt;Y es que la Comisi&#243;n Europea y los Estados miembros nunca han cre&#237;do en la &#8220;relocalizaci&#243;n&#8221;, dispositivo dirigido a &#8220;aliviar&#8221; a los pa&#237;ses de primera l&#237;nea (Grecia e Italia) y a permitir a los hotspots no convertirse en lugares permanentes de relegaci&#243;n de &#8220;indeseables&#8221;. De hecho, mientras que el objetivo anunciado era el desplazamiento de 63.000 personas desde Grecia hacia otros pa&#237;ses de la UE antes de septiembre de 2017, menos de 8.000 han podido beneficiarse, a d&#237;a de hoy, de este dispositivo.&lt;/p&gt;
&lt;p&gt;De manera que unas 15.000 personas son actualmente prisioneras de los hotspots de las islas griegas, azotadas por el viento y la nieve ; otras miles est&#225;n bloqueadas, en una urgencia humanitaria y un fr&#237;o extremos, en la &#8220;ruta de los Balcanes&#8221;, cerradas por los miembros de la UE y sus aliados. Pero las personas encerradas en los hotspots est&#225;n bajo la autoridad directa de agencias y funcionarios europeos que deben velar por que estos lugares no se transformen en una trampa mortal. Subir la temperatura no es competencia suya ; suprimir los inviernos no est&#225; en la agenda de la Uni&#243;n Europea. Por el contrario, el cierre de los hotspots y la organizaci&#243;n del acceso a la residencia y de una acogida permanente s&#237; est&#225; en manos de los responsables europeos. La imagen de los campamentos de tiendas desapareciendo bajo la nieve juzgar&#225; su pol&#237;tica criminal.&lt;/p&gt;
&lt;p&gt;El Estado espa&#241;ol es corresponsable de estas pol&#237;ticas y las aplica conjuntamente con Marruecos sobre las personas que campan en los bosques cercanos a Ceuta y Melilla. La concentraci&#243;n prevista para el pr&#243;ximo 4 de febrero en Ceuta, que apoyamos las organizaciones de Migreurop, en denuncia por la actuaci&#243;n policial de hace dos a&#241;os en la playa del Tarajal, con resultado de 15 personas muertas, mostrar&#225; la exigencia de responsabilidades de la sociedad civil por estas pol&#237;ticas criminales y la demanda de un cambio radical de dichas pol&#237;ticas.&lt;/p&gt;

		&lt;div class='rss_texte'&gt;&lt;p&gt;&lt;strong&gt;Sara Prestianni&lt;/strong&gt; Je travaille sur l'externalisation des politiques migratoires. Ce n'est pas un ph&#233;nom&#232;ne nouveau, mais il s'acc&#233;l&#232;re. Ces politiques sont particuli&#232;rement inqui&#233;tantes lorsqu'elles s'appliquent &#224; un pays comme le Soudan. Son pr&#233;sident fait l'objet d'une dizaine de chefs d'accusation &#224; la Cour p&#233;nale internationale et on conna&#238;t la violence de son r&#233;gime. Mais les &#201;tats de l'UE passent par-dessus ces consid&#233;rations parce que c'est le pays par lequel transitent beaucoup des exil&#233;s africains que nous retrouvons en Europe.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Pendant cette mission, vous &#233;tiez accompagn&#233;e de deux avocats italiens sp&#233;cialistes du droit des immigr&#233;s. En leur compagnie, vous avez rencontr&#233; un groupe de Soudanais expuls&#233;s d'Italie&#8230;&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Sara Prestianni&lt;/strong&gt; Il a fallu faire cela de fa&#231;on tr&#232;s discr&#232;te pour ne pas attirer sur eux la suspicion des autorit&#233;s. En 2016, l'Italie a pass&#233; des accords bilat&#233;raux avec le Soudan. Le 24 ao&#251;t, 48 personnes ont &#233;t&#233; arr&#234;t&#233;es et renvoy&#233;es. L'une d'entre elles a eu la chance que l'avion n'ait pas assez de places. Elle a &#233;t&#233; enferm&#233;e au centre de r&#233;tention administrative de Turin et a finalement obtenu le statut de r&#233;fugi&#233;. Il &#233;tait important de rencontrer ceux qui n'ont pas pu demander l'asile et qui ont &#233;t&#233; renvoy&#233;s. D'abord, pour pouvoir analyser l'impact r&#233;el de ces accords. Nous avions aussi plusieurs questions notamment sur les conditions dans lesquelles se sont d&#233;roul&#233;es les arrestations, leur possibilit&#233; ou non de formaliser une demande d'asile, ou encore de refuser de monter dans l'avion. Aujourd'hui, nous sommes en capacit&#233; d'entamer des d&#233;marches en justice contre l'&#201;tat italien.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Quel regard portez-vous sur cette strat&#233;gie des &#201;tats membres de l'UE ?&lt;br class='autobr' /&gt;
&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Sara Prestianni&lt;/strong&gt; Depuis la signature des accords UE-Turquie et le sommet de La Valette, l'externalisation est devenue l'axe central des politiques migratoires des pays membres. On signe aujourd'hui des accords avec le Mali, l'Afghanistan, etc. On y investit des milliards d'euros. Mais c'est une logique perverse. D'abord, il s'agit d'un d&#233;tournement des fonds normalement d&#233;di&#233;s &#224; l'aide au d&#233;veloppement. C'est, de plus, tout &#224; fait inefficace. On sait que lorsque l'on ferme une route, d'autres se cr&#233;ent, encore plus dangereuses et que les mafias de passeurs font payer plus cher. Enfin, ces politiques tendent &#224; mon&#233;tiser l'humain. Le Kenya menace, par exemple, de laisser partir pr&#232;s de 500 000 exil&#233;s en fermant le camp de r&#233;fugi&#233;s de Dadaab, le plus grand d'Afrique, s'il n'obtient pas sa part du g&#226;teau&#8230;&lt;/p&gt;

This was the first stage outside Europe. For this exhibition, several activities were carried out: concert, screening-debates, mediations and various activities.&lt;/li&gt;&lt;/ul&gt;&lt;ul class=&#034;spip&#034; role=&#034;list&#034;&gt;&lt;li&gt; &lt;a href=&#034;http://www.migreurop.org/article2701.html&#034; class=&#034;spip_out&#034; rel=&#034;external&#034;&gt;Poitiers&lt;/a&gt; (14 June - 2 July 2016) for the 30th anniversary of the University Laboratory &lt;a href=&#034;https://migrinter30ans.sciencesconf.org/&#034; class=&#034;spip_out&#034; rel=&#034;external&#034;&gt;Migrinter&lt;/a&gt;, an international symposium was organized around the topic &#034;Thinking Migration to Rethink Society&#034;, during which the MBB exhibition vernissage took place.&lt;/li&gt;&lt;/ul&gt;&lt;ul class=&#034;spip&#034; role=&#034;list&#034;&gt;&lt;li&gt; &lt;a href=&#034;http://www.migreurop.org/article2687.html&#034; class=&#034;spip_out&#034; rel=&#034;external&#034;&gt;Pozzallo&lt;/a&gt; (10 - 14 May 2016) for the second edition of the &lt;a href=&#034;http://www.festivalsabir.it/&#034; class=&#034;spip_out&#034; rel=&#034;external&#034;&gt;Sabir festival&lt;/a&gt; in Sicily, in partnership with the Italian association &lt;a href=&#034;https://www.arci.it&#034; class=&#034;spip_out&#034; rel=&#034;external&#034;&gt;ARCI&lt;/a&gt;. The MBB exhibition was presented at this festival of Mediterranean cultures, whose main themes were migrants' rights, hospitality and integration.&lt;/li&gt;&lt;/ul&gt;&lt;ul class=&#034;spip&#034; role=&#034;list&#034;&gt;&lt;li&gt; &lt;a href=&#034;http://www.migreurop.org/article2669.html&#034; class=&#034;spip_out&#034; rel=&#034;external&#034;&gt;Arcueil&lt;/a&gt; (January 21st - February 6th, 2016 at Lieu de l'autre - &lt;a href=&#034;http://www.lelieudelautre.com/files/Programme-AAH.pdf&#034; class=&#034;spip_out&#034; rel=&#034;external&#034;&gt;Anis Gras&lt;/a&gt;) as part of the cycle &#034;L'art, l'autre et l'hospitalit&#233;&#034;. &lt;p&gt;According to the United Nations High Commissioner for Refugees (UNHCR) since 2014, more than 12 000 people lost their lives in the Mediterranean Sea during their migration to Europe, 5 022 of them in the year 2016 alone. Most of them remain &#8220;non-identified&#8221;.&lt;/p&gt;
&lt;p&gt;These intolerable tragedies are the consequence of European migration policies, which, in their attempts to prevent migrants from coming to Europe, force them to take increasingly dangerous routes.&lt;/p&gt;
&lt;p&gt;Behind every person lost at sea there is a mother, a father, a spouse, some children, cousins, friends, trapped in waiting, anxiety and hope.&lt;/p&gt;
&lt;p&gt;The absence of systematic and harmonized process prevent the families from getting information about what happened to their missing loved ones. Whereas when a disaster affects their own nationals (natural disaster, attack, plane crash, boat accident, and so on&#8230;) European countries are fully able to display any sophisticated device to conduct investigation in order to clarify the circumstances under which the tragedy occurred, and to try by all means to find and identify the victims' bodies. Process are implemented to guide the States and systematize data archiving. Crisis units are proposed to support and inform the victims' families. Nothing of this sort exists for migrating people.&lt;/p&gt;
&lt;p&gt;Italy is the first European country to have taken initiatives and developed specific protocols even though these protocols only concern some iconic shipwrecks.&lt;/p&gt;
&lt;p&gt;The document produced by Boat 4 People about the Italian process to establish the identity of dead or missing, is the result of nearly 2 years of gathering information from institutional bodies, associations, activists, researchers and practitioners. It has been designed as an implementation step-by-step guide for the families and their supporters, given the indifference of the European countries about migrants' fate. For these countries, dead migrants are only entitled to being counted and reported for statistics purposes.&lt;/p&gt;

&lt;p&gt;Dal 2014, secondo l'Alto commissariato delle Nazioni unite per i rifugiati, pi&#249; di 12000 persone in migrazione verso l'Europa hanno perso la vita nel Mediterraneo: solo nel 2016 le vittime sono state 5022. La maggior parte di esse rimane &#171; non identificata &#187;.&lt;/p&gt;
&lt;p&gt;Questi drammi intollerabili sono la conseguenza delle politiche migratorie europee che, volendo impedire alle persone di arrivare in Europa, le obbligano ad affrontare itinerari sempre pi&#249; pericolosi. Dietro ad ogni persona scomparsa in mare ci sono una madre, un padre, un congiunto, figli, cugini e amici, stretti nell'attesa, tra l'angoscia e la speranza.&lt;/p&gt;
&lt;p&gt;L'assenza di procedure sistematiche e armonizzate impedisce alle famiglie di accedere alle informazioni relative alla sorte dei loro parenti. Tuttavia, quando una catastrofe tocca i propri cittadini (una catastrofe naturale, un attentato, un incidente aereo o navale, ecc) gli Stati europei possono fare ricorso a dispositivi sofisticati per chiarire le circostanze del dramma, tentare di recuperare i corpi delle vittime e identificarle. Esistono delle procedure per coadiuvare gli Stati e sistematizzare l'archiviazione dei dati. Vengono proposte cellule di crisi per sostenere e informare le famiglie delle vittime. Per le persone in migrazione non esiste nulla di tutto questo.&lt;/p&gt;
&lt;p&gt;L'Italia &#232; il primo paese europeo ad aver preso delle iniziative e elaborato dei protocolli specifici, anche se questi ultimi riguardano solo alcuni naufragi emblematici.&lt;/p&gt;
&lt;p&gt;Il documento realizzato da Boats 4 People sulla procedura italiana in materia di identificazione delle persone decedute o disperse nel Mediterraneo &#232; il frutto di un lavoro di quasi due anni di raccolta di informazioni presso attori ufficiali, associazioni, militanti, ricercatori e professionisti. &#200; stato concepito come una guida per agevolare le pratiche che le famiglie e chi le sostiene possono compiere di fronte all'indifferenza degli Stati europei per quanto riguarda la sorte dei migranti, per evitare che i morti restino solo delle cifre inserite in statistiche e rapporti.&lt;/p&gt;
