In the framework of the discussions in the European Council about the “cooperation with third countries of origin and transit”, ARCI published an analysis document on European and Italian externalisation policies to Africa, in the framework of the adoption of the Migration Compact, that planned to replicate the EU-Turkey agreement to countries of origin and transit.The document focuses on the negative impacts of this externalisation process in three countries: Niger, Sudan and Gambia.

It aims at informing civil society and governments on abuses of both multilateral and bilateral agreements with the countries of origin and transit, which lead to systematic violations of fundamental rights and international Conventions.

On 27th June, ARCI introduced this analysis during a press conference that took place at the Italian Parliament, which was attended by representatives of Doctors without Borders, Amnesty International Italy, Caritas Italy, Concord Italy, as well as the Vice-president of the Foreign Affairs Commission of the Parliament.

Again, this report certified that the European migration policy consists in subcontracting the border management to neighbouring countries in order to prevent migrants and refugees from reaching the European territory.

Dans le cadre des discussions qui ont lieu au Conseil sur "la coopération avec les pays tiers d'origine et transit”, l'association ARCI a publié un document d'analyse sur la politique européenne et italienne d'externalisation dans les pays africains, dans le cadre de l'adoption du Migration Compact, qui propose de reproduire l'accord UE-Turquie aux pays d'origine et de transit de la route de la Méditerranée centrale. Le document se concentre principalement sur les effets néfastes de ce processus d'externalisation dans trois pays : le Niger, le Soudan et la Gambie.

Il vise à informer la société civile et les gouvernements des dérives des accords multilatéraux et bilatéraux avec les pays d'origine et de transit, qui mènent à des violations systématiques des droits fondamentaux et des Conventions internationales.

Le 27 juin dernier, ARCI a présenté cette analyse lors d'une conférence de presse qui s'est tenue au Parlement Italien, et à laquelle ont participé des représentants de Médecins Sans Frontières, Amnesty International Italie, Caritas Italie, Concord Italie ainsi que le Vice-Président de la Commission Affaires Etrangères du Parlement.

Ce rapport atteste une nouvelle fois que la politique migratoire menée par l'Union européenne consiste à sous-traiter la gestion des tierces frontières aux pays limitrophes afin d'empêcher l'arrivée de migrants et réfugiés sur son territoire.
