Preliminary statement by the jury of the 56th session - Palermo (October 2025)

From October 23 to 25, 2025, at the Sabir Festival in Palermo, the 56th edition of the Permanent Peoples’ Tribunal was held, focusing on violations of the rights of migrants in the Maghreb. During three days, experts, survivors of migration routes, and human rights defenders came to testify before the court.

In recent years, Algeria’s public sphere has witnessed an alarming rise in hate speech and persistent incitement against migrants from sub-Saharan Africa. Migrants face racist rhetoric widely circulated in some media outlets and on social media, which promotes systematic violations and fuels a general climate of marginalization and discrimination.
